Abstract: | Back cover: This book contains the proceedings of a conference held in October 1986 to assess the problem of capital flight and its role in perpetuating the Third World debt crisis, and to discuss policy measures that might help to stem and reverse the exodus of capital from savings-short countries. This is the first comprehensive treatment of these issues and includes 9 papers on subjects from historical perspective on capital flight to three case studies (Chile, Colombia, Mexico). A concluding paper summarizes the analytical findings of the conference and presents other policy proposals from both source and haven countries to respond to the capital flight problem. |
