Volume 1: The quality of labour force and methods of training it have recently attracted the attention of economists. The education system is an important factor in economic growth, the degree of mobility of labour and the distribution of income. These important issues are considered in this volume of articles. Volume 2: Part one explores the international comparisons approach to planning, with particular relevance to the needs of developing countries. Part two stresses the growing importance of mathematical models in planning and includes the 1964 Tinbergen and Bos development of the Correa-Tinbergen-Bos model. Pr. Blaug includes in part three, 'International Migration of Human Skills', the leading article by Gruebel and Scott (1966) that 'put the cat among the pigeons and altered the entire nature of the debate on "brain drain". Part four deals with the problem of measuring the output educational systems and 'educational vouchers'. |
