Back cover: "This volume contains the first comprehensive analysis of the post-war Indian planning and economic policies in the field of foreign trade and industrialization. These policies are put into the perspectives of historical trends in the economy, India’s resources and her social and political objectives.
The authors show that both the public and the private sectors were planned in a framework which ignored economic considerations such as costs and benefits and degenerated quickly into a system of extensive and detailed direct regulation. Furthermore, the system often ran counter to the very social objectives which are claimed for it. The authors discuss alternatives to this planning framework, which could promote economic efficiency and be more consistent with these social objectives. They argue, in particular, that a planning framework designed to use the market mechanisms more effectively, implying a drastically reduced reliance on industrial targets and licences and an elimination of overvalued exchange rate regime, is called for. Moves towards such a “new economic policy” during the mid-60s are discussed." |
