| Résumé : | Back cover: The Afghan Economy is the first book in the English language devoted exclusively to an overall analysis of economic developments in Afghanistan. It contains many statistics hitherto un- available. The book covers the period since Nadir Shah assumed the throne in 1929; emphasis is focused on the past two decades. After a review of developments since the 1930s, which includes evidence of considerable economic disruption caused by the Second World War, the fragmented nature of the Afghan economy is discussed. Fragmentation appears in three forms -separation of the public sector from both the modern private sector and the bazaar economy; lack of cohesion between economic sectors and isolation of the subsistence economy; and geographic segmentation. The remainder of the book analyses the critical constraints to economic development which are intimately related to economic fragmentation itself. In examining these constraints, separate chapters deal with development planning, the financial system, and public finance. Since future development if it takes place must rely on rapid export expansion, a further chapter is devoted to foreign trade. The final chapter presents basic elements of a programme for financial and fiscal reform. |
