The disparities in educational opportunities between social classes, between racial groups, and between rural and urban dwellers in Latin America have been compounded by the policy and program differences that have arisen from the diverse patterns of development among the various Latin American nations/
Laurence Gale illustrates this disparity by comparing the educational programs of Colombia and Guyana (both now concentrating on a reformed curriculum adapted to the needs of national growth) to current programs in other Latin American countries. He explains the significance of the 1956 Conference on Free and Compulsory Education-arranged by the Organization of American States in cooperation with UNESCO-which recommended the adoption of national planning methods that would link the economic, social, cultural and educational sectors in an over-all process of long-term development. In addition to discussing the legal, political, and financial bases of Latin American educational systems, Mr. Gale examines the workings of education on the primary, secondary, and higher levels. He also discusses the relationship of adult education to community development, as well as the problems of overseas aid to education. In the course of his study, the author explores several basic questions: Will educational development in Latin America destroy the old pattern of life? Will the emergence of a newly educated citizenry make peaceful change possible? Will universal education encourage a blossoming of indigenous culture and the disappearance of long-nurtured European values? Or will both be obliterated technological age? Mr. Gale discusses Colombia's violent civil disorders, which have accelerated reaction against the paternalism of Church and rural landlords and have underlined the urgent need to eradicate gross social and economic inequalities. He also shows how education is playing a key role in the over-all redistribution of political, social, and economic power 1n Colombia. In conclusion, Mr. Gale attempts to evaluate Colombia's current attainments in education. He believes, "Education has a fundamental role to play in the Plans of those who advocate peaceful evolution, and equally of those who can see no way forward except violence. Which Path will be followed is still uncertain". |
