This book attempts to show how a coherent and co-ordinated set of public policies for maximising the levels of feasible economic welfare can be designed for a particular country on the basis of the Little-Mirrlees rules of shadow pricing. In doing so it outlines both the defects of Indian planning in the past and provides explicit means for implementing a reformed and more rational system.
The shadow price estimates which form the basis for these reforms are derived in Part ll of the book. They are noteworthy for being an application of the Little-Mirrlees methodology to one of the largest countries in the Third World, and as representing the outcome of the first attempt to introduce systematic project appraisal officially in any developing country. Apart from the familiar use of these shadow prices in investment appraisal, for which purpose they were commissioned, in Part Ill the wider uses of these shadow prices in the design of rational public policies is illustrated by their application in designing a 'second best' set of export incentives for India. Other uses particularly in the pricing of public sector outputs are also discussed in this part. As most of the issues concerning the optimal' form of government intervention, discussed and analysed in this book are of relevance for most developing countries (and, it should be said, for developed ones), the book should be of interest not only to officials, academics and students in and of India, but to all those whether in developing or developed countries who are interested in the application of modern second best' welfare economics in the design of public policies for imperfect economies. |
