Back cover: For the past few years, "Washington" - notably the IMF, the World Bank, and the US government - has urged the Latin American debtor nations to make fundamental changes in their economic policies. This volume examines the record of Latin American adjustment efforts and assesses the challenges that lie ahead. It examines the "Washington consensus" on how ten major policy instruments-including fiscal policy, tax reform, exchange rate, and deregulation-should be used to address Latin America's current problems.
Individual countries outline the reform process to date in 8 Latin American countries and two groups of small countries (in the Carribean and Central America). Public attitudes in each countries toward the reform are examined, and the impact of policy changes on economic performance is assessed. In an overview chapter John Williamson concludes that reform has been more extensive than is generally recognized, but that Latin America still faces a difficult task in completing the transition from statist populism to the new realism on which the region embarked in the 1980s. Countries that implement and sustain reform should be helped to achieve a definitive settlment of their debt problem. The volume is based on an international conference held by the Institute for International Economics in November 2009. |
