This study examines the relationship between financial institutions and economic development in the ASEAN (Association of Southeast Asian Nations)countries today. It specifically deals with the role of commercial banks and other financial institutions in the mobilization and allocation of capital in these countries.
The five ASEAN countries (Indonesia, Malaysia, the Philippines, Singapore, and Thailand) have exhibited growing economic and strategic importance during the decade of the 1970s. Although poverty is still a serious problem in these countries, ASEAN growth rates rival those achieved by the “capitalist roaders” of East Asia (Japan, South Korea, Taiwan, and Hong Kong). The term “financial deepening” refers to increased use of money and other financial instruments in the modernization process. It can be contrast-ed to "shallow finance", where financial repression - runaway inflation, government ceilings on interest rates, and extensive regulations on financial institutions - makes money and other financial assets “perilous to hold.” This study finds that considerable financial deepening has taken place in the ASEAN region during the past several decades and argues that further liberalization and greater competition in the financial markets would yield positive economic benefits to most ASEAN countries. GEORGE J. VIKSNINS is professor of economics at Georgetown University. He has worked with the National Economic Development Board and the Bank of Thailand in Bangkok, and has visited the other ASEAN countries on numerous occasions, Viksnins lectures regularly at the Foreign Service Institute of the U.S, Department of State and the University of Hawaii summer programs in Asian economic development. He is a member of the Pacific Forum's Research Council, and is co-editor of The Economic and Political Growth Pattern of Asia-Pacific (Pacific Forum, 1976). |
