| Résumé : | Note de l'éditeur : "Recent economic policy changes in Eastern Europe and the Soviet Union have stimulated worldwide interest in the economic performance of what were once thought of as centrally planned economies. Because of their different economic and statistical systems, efforts to assess the economic performance and financial flows of these countries have been frustrated by the practical problem of finding reliable data and grappling with conceptual problems of converting this information to comparable terms in market economies. This guide is an attempt to address these problems in a rapidly changing environment where new political, economic, and statistical systems are overtaking some of the events and data in this document. The first part of the guide acquaints the newcomer with historically planned economies (HPEs); explores how they differ from market economies; and flags statistical issues that are important to the positioning of HPEs in a global comparison of economic and social conditions. The second part presents HPE data in tables for comparative analysis. The third part explores issues common among HPEs but not to market economies. It provides country-specific details on how data are molded during the transition process and cites country examples of basic data problems. The fourth part explains data sources and methods, and deviations from stated expectations." |
